Stone Foundation of New Building For ANP by Italian PRT in Herat

Herat, November the 03^rd 2009.

Today at 10 AM, took place the ceremony of one between the many projects that Italian PRT is realizing in Herat’s province. The CIMIC Center was requested to take up the project by the local authorities, in particular by the Herat Police Department of HERAT, in order to realize a new Police District (6^th P.D.) and restore the Police Department’s Guest House (4^th P.D.) in Herat City.In detail the project, that has a cost of 103.513 Euro, is constituted by following works.

The district will be composed by two floors, with a common hall placed in the middle of the building that receives daylight through a central skylight, covered with a nimble structure created by composing glasses with iron beams and plates.

The ground floor contains the director office, with a dedicated bathroom and a secretary office, the guard office and service personnel offices, the weapons depot, separated detention rooms for male and female, common baths, kitchen with warehouse and dining room for the policemen.

The 1st floor is assigned to restrooms, divided between male and female with separated bathrooms, plus a restroom for officers, two work offices and a small warehouse. The inner space’s distribution has been designed in tight accordance with the proposal of the Ministry of Urban and Housing Development, up to the local use.

Concerning the structure, the building is made up of pillars and beams in reinforced concrete and walls of solid baked bricks of the traditional local type. The inner and outer side will be coated with plaster so as to be proper for the purpose. The inner plastering will be painted with oil painting for a height of 1.50 m just to allow the washing lengthening its lifetime in good conditions. The foundations are made up of plinths in reinforced concrete and continuous stonewalls below the beams connecting the pillars. The roofing belongs to the flat type in reinforced concrete. The ceiling is 3.00 metres above the floor in all the rooms except for the area of detention rooms and guards office, for those the ceiling is 3.75 metres above the floor.

The police district will be connected to the city pipe line for drinking water supply and for power supply also with a power generator. The solution proposed, in conformity with the local system normally used, is a tank to be periodically emptied (septic tank) linked with the sewage system of the building.

The barrack will be completed by another building with the function of watching tower. The existing surrounding wall will not be restored. Part of this project will be the restoration of Guest House located in the 4^th P.D.
